Overview of Assessment Validation

RTOs handle various tasks post-registration, like annual statements, AVETMISS reporting, and marketing compliance. Among these tasks, validating assessments is notably challenging. While validation has been reviewed in many articles, let's revisit the fundamental principles. ASQA (Australian Skills Quality Authority) describes validation of assessments as quality assurance of the assessment procedure.

Essentially, assessment validation is about identifying which parts of an RTO’s assessment procedures are effective and which need improvement. With a proper grasp of its key aspects, validation becomes less daunting. According to Clause 1.8 of the SRTOs 2015, RTOs must ensure their assessment systems, including RPL, adhere to the training package requirements and are conducted according to the Principles of Assessment and Rules of Evidence.

The standards specify two forms of validation. The primary type of assessment review checks conformity with the requirements of the training package within your RTO's scope. The other type ensures that assessments adhere to the principles of assessment and Rules of Evidence. This suggests that validation is carried out both before and after the assessment. This article will focus on the initial type—assessment tool validation.

Differentiating Assessment Validation Types

- Assessment Tool Validation: Commonly called pre-assessment validation or verification, concerns the initial part of the clause, aimed at meeting all unit requirements.
- Post-Assessment Validation: Is related to the execution, verifying that RTOs conduct assessments according to the Principles of Assessment and Rules of Evidence.

Conducting Assessment Tool Validation

Best Time for Conducting Assessment

The goal of validating assessment tools is to make sure that all elements, criteria for performance, and performance and knowledge evidence are covered by your assessment tools. Therefore, whenever you get new learning resources, you must carry out assessment tool validation prior to student use. There's no need to wait for your next five-year validation cycle. Validate new materials immediately to verify they are suitable for student use.

Nevertheless, this isn't the only occasion to do this type of validation. Conduct validation of assessment tools also when you:

- Revise your resources
- Incorporate new training products on scope
- Check your course against training product updates
- Identify your learning resources as a risk during your risk assessment

ASQA uses a risk-based approach for regulating RTOs and requires regular risk assessments. Therefore, student complaints about learning resources are an ideal time to conduct assessment tool validation.

Selecting Training Products for Validation

Remember that this validation ensures compliance of all educational resources before use. All RTOs must validate training products for each unit.

Necessary Resources for Assessment Tool Validation

To validate your assessment tools, you will need the complete set of your training materials:

- Mapping Resource: The first document to review. It identifies which assessment items meet course unit requirements, helping with faster validation.
- Learner Workbook: Ensure it is suitable as an assessment tool during validation. Check if instructions are clear and answer fields are sufficient. This is a common issue.
- Assessor Guide: Also verify if instructions for trainers are sufficient and if clear criteria for each evaluation item are provided. Clear benchmarks are crucial for reliable assessment outcomes.
- Additional Resources: These may include checklists, evaluation registers, and forms created separately from the workbook and evaluation guide. Validate these to ensure they fit the assessment task and meet course unit requirements.

Validation Panel

Regulation 1.11 specifies the requirements for panel members. It states assessment validation can be performed by one or more people. However, RTOs usually ask all educators and assessors to participate, sometimes including sector experts.

Collectively, your validation panel must have:

- Vocational Competencies and Current Industry Skills relevant to the unit under validation.
- Updated Knowledge and Skills in Vocational Training.
- Either of the following training ASQA assessment validation guidelines and assessment credentials:
- TAE40116 Certificate IV in Training and Assessment or its successor.

Assessment Principles

- Impartiality: Is the assessment process fair and equitable for all candidates?
- Adaptability: Is the assessment adaptable to different needs and preferences of candidates?
- Validity: Is the assessment relevant to the skills and knowledge it aims to evaluate?
- Reliability: Are the assessment results consistent regardless of who conducts the training?

Guidelines for Evidence

- Appropriateness: Is the evidence appropriate to the requirements of the unit of competency?
- Adequacy: Is the evidence sufficient to cover all the required skills and knowledge?
- Authenticity: Is the evidence genuine and truly representative of the candidate's abilities?
- Relevance: Does the evidence reflect current skills and knowledge?

Specific Considerations for Assessment Validation

Pay attention to the action words in the unit specifications and ensure they are addressed by the assessment task. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance criteria asks students to:

- Perform diaper changes
- Feed babies with bottles and clean equipment
- Prepare and give solid food to babies
- React suitably to baby signals and cues
- Prepare and settle babies for sleep
- Observe and promote suitable physical activities and motor skills for babies

Frequent Errors

Having students describe the nappy-changing process for babies under 12 months old doesn’t directly meet the unit requirement. Unless the unit requirement is meant to assess underpinning knowledge (i.e., knowledge-based evidence), students should be carrying out the tasks.

Watch Out for the Plurals!

Pay attention to the frequency. In our example, one of the unit requirements of CHCECE032 Nurture babies and toddlers demands the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just one baby is not sufficient.

All or Not Competent

Pay attention to itemized requirements. As mentioned earlier, if students perform only half the tasks listed, it’s not compliant. Each evaluation task must cover all specifications, or the student is incompetent, and the assessment method is non-compliant.

Can You Be More Specific?

Each assessment item must have clear and specific standard answers to guide the assessor’s evaluation on the student’s competence. Therefore, it’s crucial that your directions do not mislead students or assessors.

Double-Barrelled Questions: Avoid Them

Avoiding double-barrelled questions makes it simpler for students to respond and for evaluators to accurately evaluate student competence.

Audit Guarantees

Considering these requirements, you might wonder, “Do resource developers offer guarantees for audits?” However, with these assurances, you must wait for an audit before they help rectify noncompliance. This affects your compliance history, so it's better to take a preventative and compliant approach.

By following these guidelines and understanding the principles of assessment and Rules of Evidence, you can ensure that your assessment tools are valid with the requirements set by ASQA and the SRTOs 2015.
